The sports policy framework of French rugby presents a successful model for athlete development that embraces social inclusion, freedom of movement, and diversity. Influenced by multiculturalism and globalization, French policy prioritizes domestic player development while adapting to the global labor market. This approach has been integral to the ongoing development of French rugby. Conversely, in Japan, the absence of a coaching system that aligns with the developmental trajectories of individual players has emerged as a pertinent issue. Currently, there tends to be a strong emphasis on the early development of players, resulting in insufficient assessment and coaching those accounts for developmental progress. In addition, there is limited information sharing between players and coaches, along with a lack of well-structured remuneration systems for development coaches, leading to a tendency for coaching to favor those who produce competitive results. Recently, a growing number of foreign players have been pursuing university studies in Japan while playing rugby, raising questions about their eligibility for national teams. Addressing these challenges will require significant improvements in compensation systems and an enhanced information sharing approach for athlete development.
