After publishing “Shouka Yuugi”, she studied dance with Goro Tsuchikawa (1871-1947) and also joined a gymnastic dance research group. She choreographed many dance pieces which well coordinated movement, music, and lyrics very well.\n　In 1936, she was a member of the committee in the Ministry of Education which made the official teaching guidelines for physical education. At that time there were many contradicting opinions about teaching dance, however she made organized teaching guidelines, and used her own dance pieces as required teaching material in physical education classes. After that her dance pieces became well-known in Japan.\n　Before long, the Ministry of Education needed to make new teaching guidelines for physical education which would be suitable in war time. Some of the members of the committee were against teaching dance at that time. They thought that dance was inappropriate and a less active form of exercise. Tokura strongly appealed and emphasized the need to teach dance in order for students to express their feelings, and was nearly in tears at the meeting. As a result, a small part of the dance teaching curriculum remained in war time.\n　In Tokura's way of teaching dance was different from her first dance teacher, Tokuyo Nikaidou.
