He did so by establishing a new legal framework of government and diplomatic negotiations with foreign countries in Asia and Europe. However, it is not widely known that he also made a great contribution to settling the Ganghwa Island incident—an armed conflict between Japan and Korea.\nThe Meiji government made every effort to settle this unexpected conflict and decided to dispatch a diplomatic mission to Korea and the Qing dynasty, which was the suzerain state of Korea. It has been said that Inoue carried out a critical duty for settling the Ganghwa Island incident—drafting diplomatic correspondences for taking remedial measures with Ito Hirobumi and Boissonade. At that time, he was only a middle-ranking bureaucrat of the Bureau of Legislation. In addition, his own diplomatic view—that Japan should send troops to Korea—was completely the opposite of that of the government, which wanted to achieve a peaceful settlement of this conflict. Given the situation surrounding Inoue in those days, it is difficult to state conclusively that he carried out a crucial duty in settling this conflict. What role did he play? This paper will reveal Inoue’s role as a middle-ranking bureaucrat during that time by clarifying his role in the Ganghwa Island incident.
