Tokuyo believed that Western dance was good physical exercise for Japanese women to improve their physique. Therefore, she hired many excellent teachers from a wide range in dance. Among those teachers, Tokuyo had particularly great expectations for Seiko and Konami. Seiko had studied ballet with Giovanni Vittorio Rossi (1867- ? ) and performed in Western countries. She also taught ballet technique at Nihon Joshi Taiiku Senmon Gakkou. Konami had studied dance with her brother-in-law, Baku Ishii (1886-1967), and performed in Western countries as well. She created dance pieces called “gakkou buyou”and taught them at Nihon Joshi Taiiku Senmon Gakkou. Her students loved these artistic dances and assimilated them into their teaching of underclassmen for many years. Seiko and Konami taught dance at Nihon Joshi Taiiku Senmon Gakkou for 10 years; however, the Ministry of Education, influenced by militarism, decided to devise a new curriculum at that time.
