The northern area of Kawasaki city was chosen for this study, which was comprised of the following : 1) questionnaire and interview surveys conducted on four public agencies to ascertain service availability; 2) participatory observations of private organizations that provide trailblazing services to ascertain service availability; 3) a questionnaire survey conducted on 56 guardians of children attending a rehabilitation center to ascertain family support ; and 4) semi-structured interviews conducted on 30 parents belonging to three parents' groups to ascertain family support. The results clarified that the overwhelming majority of caregiver burden was placed on mothers and that the needs for support for families of children with disabilities varied significantly; however, there were quantitative and qualitative shortages of services.
