The physical activity program in the Japan recreation congress changed according to the policy of the Health and Welfare Ministry to stimulate collective gymnastics. The physical activity program in the third Japan recreation congress consists of collective gymnastics and marches except group singing and consort. Collective physical exercises including collective gymnastics constitute the physical activity program in the East Asia recreation congress held in Manchuria. The Japan recreation congress is different to the East Asia recreation congress in terms of the affiliation of the participants in the physical activity program.
