Manchurian government officials announced the policies to improve quality of life and increase strength as the recreation movement. Their policies were passed on to “Manchurian basic policy outline” published by the Manchurian government in 1942. This outline advocated health hygiene and improvement of living and strength. On the other hand, the Manchurian Concordia Association emphasized mental side and factory welfare as the recreation movement in the end of the year 1941, and took the policy to easy-to-follow practice activity in early 1942. In this surroundings, the Manchurian Concordia Association was similar in policy to the Manchurian government, stressing health hygiene in the critical item of 1942 and emphasizing rationalization of life and national health improvement in the outline of this Association in 1943.
